A BEAD subgrant is a four-year construction project wrapped in a fourteen-year compliance obligation. The build is the part you know how to do. The obligation is the part that has quietly become somebody’s second full-time job.

Where subgrantees actually get stuck
Not in the fibre. In the five places below — every one of which stops a crew, delays a disbursement, or turns into a curing cycle.
GIS and the file uploads
If you do not have GIS staff in house, the spatial submissions are where you will struggle first. KMZ converted to the required schema, project areas in the right projection, BSL data reconciled before it goes into the portal. A scanned CAD drawing is not a CAD file, and the difference costs you a cycle.
Environmental and historic preservation
NEPA pathway, categorical exclusion, Section 106, tribal notification, listed species, water crossings. These are the obligations that block construction outright, and the guidance for them is still thin. Getting the project description and the EHP response right the first time is the difference between clearance and a curing cycle.
The permit cascade
Permits have an order. Some cannot be applied for until another is issued, and some agencies will not look at a file until a different agency has signed. Federal, state, county, city, tribal, railroad and irrigation district — each with a regional contact who has to be tracked down. Sequencing this wrongly costs months, not weeks.
BABA is different here
Build America Buy America is not a policy you adopt once. It is a document you have to hold for every item you buy, with the right waiver applied and the certificate attached. BEAD’s application of it has its own quirks, and experience from another federal program will not transfer cleanly.
Documentation that is submit-ready
Most delay is not caused by a missing answer. It is caused by an answer in the wrong form. Knowing what the reviewer expects to see, in what structure, means the package clears the first time — nothing to cure, nothing to resubmit, no second look at your schedule.
Six questions worth answering honestly
If you answer no, or not sure, to two or more of these, the gap is worth a conversation. There is no cost to finding out.
- Do you have GIS capability in house, and are you confident it can meet the spatial submission requirements?
- Do you know which permits your build needs, who signs each one, and which has to come first?
- Do you know what is coming down the pipeline in the next six months, and when each deadline lands?
- Has your project description been reviewed by someone who knows what the reviewer is looking for?
- Do you know which audit clause binds your organisation, and have you budgeted for it?
- Is there a named person on your team who owns compliance, or is it distributed across people who already have full jobs?
